Gas Rattle / Clacker
As a lot of the US civil defense measures were based on the experiences of the British, a similar gas rattle was issued to air raid wardens. In the event of the use of poison gas by the enemy, the sound of a rattle/clacker would be used. These would provide a warning to the public to wear their gas masks.
It appears the main manufacturer was based in Baltimore and produced the “War Alerte” wooden example shown below.
